David is founder and Managing Director of Foremost Consultants.  He is a Chartered Quantity Surveyor, Chartered Builder, Commercial Manager, Contracts and Claims Consultant and Mediator with more than 30 years experience working with major contracting organisations and consultants in the UK and overseas, nearly nine years of these based in Hong Kong and over five years based in Singapore. He also serves on the committee of the Singapore branch of the CIOB.

His experience includes working across Asia on complex construction projects, both in building and civil engineering with major M&E involvement. Many of these were joint ventures and large infrastructure projects of a fast track nature involving roads, bridges, tunnels, land reclamation, airports, LRT, MRT and railway systems.

Building experience includes residential accommodation, university facilities, office blocks, hospitals, hotels, stadiums, exhibition centres, laboratory complexes, industrial warehouses, rail stations, fuel and pipeline installations, refurbishment and minor works.

Clients include Contractors, Sub-Contractors, Employers and Professional Consultants.

Contractual and commercial work involves advice, preparation, defence and negotiation of claims, risk assessment, reviewing tender documents and negotiating and settling problematic final accounts.

He has acted as Expert Witness and Witness of Fact and prepared many position reports for clients. He has extensive dispute resolution experience.

Associate Consultant - Planning & Programming

Foremost Consultants works closely with Associate Company BRINKMAN INTERNATIONAL to provide programming and planning services. They are regularly involved in all stages of project programming for Contractors from the tendering stage, implementation of the project, delay analysis and the need to focus of justification or mitigating claims involving time and delays for arbitration or litigation proceedings.

Ron Brinkman, the Director of BRINKMAN INTERNATIONAL has operated across Australia, Middle East, Europe and Asia for more than twenty three years and has undertaken many projects in all sectors of the construction industry. Consequently he understands the challenges of the construction industry and the regional cultural influences.

Ron uses the latest computer based management tools in conjunction with his knowledge and expertise in recording, collating, analyzing and evaluating all types of appropriate information.
